From what I understood, you are paying the miners an amount (low, medium or high) in a hope that they will process the withdrawal transaction as fast as possible (when paying high) or relatively slow (when paying low) but risky of getting your money and transaction ignored since there is less incentive for the hashing algorithm to push that transaction to the front of the queue to be processed.
